This planning application is for additional flats now that it has been decided that tenants cannot remain in their flats during the building work. Cllr Andrew Waller insisted that existing tenants received a written commitment by the council that they had a right to  move back into their existing flats (or get first refusal on a new flat if theirs was being lost during the building work) and have engagement with the modernisation process.

Sort out Front Street Crossing !

The Westfield Liberal Democrat team have demanded that the council sorts out a long lasting improvement to the pedestrian crossing on Front Street next to Vyner House. In recent weeks it has been out of action on at least 7 different occasions and was out again earlier today. It is difficult enough at busy traffic times for residents to cross the road, and for the large number of elderly residents who cross at this point it is very concerning. We will update residents on the response that we get from the council.

First detailed planning application for Lowfield School site

The council has now received the planning application for the Yorspace Community Build scheme for the former Lowfield School site. This is on the former school site rather than the playing fields which as part of the overall planning permission for the site has ‘exported’ our recreational space to help Bishopthorpe with additional pitches in the Sim Balk Lane area.

It emerged late on Friday night  (18/1/19) that council officers had authorised the sale of the land for £300,000

Details of land sale

In the planning application there are a total of 19 housing units being developed which are 3 one bed (flats), 7 two bed (two flats and 5 houses) 6 three bed houses, and 3 four bed houses (one for private rental). The tallest buildings would be three storey and 9.2 m high. For transport there will be 40 secure bike storage units, 26 Sheffield hoops, 12 car parking spaces. The design work for the proposals are more detailed than the ‘boxlike’ council design for the Playing Fields housing estate, and are of much greater environmental standards with more renewable power being designed into the homes.

Comments on the Planning Application will need to be received by the council by Friday 1st February.

A number of residents have already contacted the Westfield Ward Team to raise some issues and so it is likely to have to go to planning committee for decision.

Comments from  the officer decision on the sale of land;

“Agreement to sell 0.765 acres of land at the former Lowfield School site in the Westfield Ward, off from Dijon Avenue to Yorspace community benefit society. Land is to be sold for £300,000 plus an additional fee for construction of parking spaces and roads on the north of the plot. Completion of the sale is conditional upon YorSpace getting full planning approval for 19 units of accommodation and the council providing the site serviced to an agreed level. The land is to be sold on a freehold basis. This decision follows an Executive decision in December 2016 to sell one acre of land at the Lowfield site for self-build and community housing, as well as an officer decision in August 2017 to enter into an exclusivity agreement with Yorspace for part of this land.”

“The sale of land to YorSpace will be guided by Section123 of the Local Government Act 1972 which authorises the Council to dispose of non-housing land at the best consideration reasonably obtainable or for less than best consideration/full open market value provided that: (i) the difference between the price obtained and full market value does not exceed £2 million AND (ii) the Council (acting reasonably and properly considers) that the disposal will facilitate the improvement of economic, environmental or social well-being of the area.”

The Mutual Home Ownership Society housing model they use is designed as such that they will be economically accessible to lower income families and the affordability of the homes is maintained in perpetuity.”

Please be aware, at approximately 05:25 on the 20/01/2019 a property on Otterwood Lane has been burgled. North Yorkshire Police are appealing for witnesses who may have seen anything suspicious in the area. If you have any information or captured anything on CCTV which you feel may assist out on-going enquires, please 101 and use the reference number NYP-20012019-0134 when passing any relevant information.

Westfield Energy Saving Week

Next week the weekly Hubs at Sanderson House and Foxwood Community Centre will be teaming up with York Citizens Advice with free impartial advice on switching energy providers to save money. There is no pressure to change but someone will help you to find out if there is a better deal to help bring down your bills.

There will be sessions at Sanderson House Thursday 24th January 9am until noon, and Foxwood Community Centre Friday 25th January noon until 2pm. These will  run alongside the weekly Hubs for which there are pay as you feel refreshments, and free craft activities – as well as plenty of opportunities to meet neighbours and chat.

Footpath repairs start

Ensuring that footpaths are in good condition has been a key campaign from the local Westfield Lib Dem Councillor team. We are pleased that a long standing complaint about the condition of the footpaths at the junction of Grange Lane, Askham Lane, and Ridgeway (around the bench and the inclines up to the main road) are set to be resurfaced next month.

A letter has been issued to nearby residents about work which will start on 4th December but not all households in the area will have received this so we are putting this on our website.

The work by local councillors to improve other footpaths in the area continues, and these improvements will focus attention on the rest of Ridgeway and Acomb Green where we have also been pressing for improvements.

 

 

 

Councillors check on Salt Bins

Your Westfield Liberal Democrat Councillors have been busy checking on the salt bins in the area that need refilling, and have pressed the council to get on with the filling up where they are empty.

Several salt bins are supported by the Ward Committee, many having being brought back from Labour’s cull when they were in power.

We have asked that Ward Committee and Housing supported grit bins are added to the on-line map, these include the ones at Gale Farm Court, in front of Vyner House, at the end of Grove Terrace, by the junction with Ridgeway cul de sac.

Sadly one salt bin (junction of Grange Lane and Bramham Road has been partly filled with concrete during the year and so we have asked that this is dealt with). We have reported some broken bins for replacement as part of the programme.

Assault on Gale Lane : Police appeal for information

A message from the local police team;

“Between 1300 and 1330 hours on the 10th October 2018 an assault took place near to McColl’s on Gale Lane. Suspect one is described as white male, 6ft tall, chubby build with short brown hair and stubble wearing blue polo top and dark bottoms and Nike trainers and carrying a black hooded top, Suspect two is described as white male on a black push bike wearing a black puffer style jacket with hood up. Wetherby Road evening closures

The next phase of the work to the Outer Ringroad Roundabout improvements at Wetherby Road roundabout will see some evening work which will close Wetherby Road 24th-28th September between 8pm and 5 am (between junction with Ridgeway and the A1237). To anticipate residents concerns about the noise relating to the evening work there will be an officer available to respond to residents concerns at all time when the work is happening.

The letter from the council to local residents states;

Highway Improvement Scheme – A1237 Wetherby Rd Works

City of York Council will be carrying out surfacing works at the above said location commencing on Monday 10th September 2018 for a period of three weeks (weather permitting).

The works will be carried out in three phases as follows:

Phase 1 (10th Sept to 14th Sept working nights 8.00pm – 5.00am): Works will be carried out off-line with the A1237 and Wetherby Rd being open as normal. There may be short periods where portable traffic lights are utilised on the A1237.

Phase 2 (17th Sept to 21st Sept working nights 8.00pm – 5.00am): Works will be carried out off-line with the A1237 and Wetherby Rd being open as normal. There may be short periods where portable traffic lights are utilised on the A1237.

Phase 3 (24th Sept to 28th Sept working nights 8.00pm – 5.00am): Wetherby Road closed from the junction of Beckfield Lane to the A1237. 3-way traffic lights will be in operation on the A1237 and Rufforth arm of Wetherby Rd with traffic down to a single lane.

In order to carry out the works in Phase 3 safely the use of a temporary road closure on Wetherby Road will be necessary whilst works are taking place. See plan on reverse for location of closed off area. Outside of working hours the road will remain open as normal.

Clearly signed diversion routes (Beckfield Lane > A59 & vice versa) will be set out for through traffic. The closure is to ensure that adequate Health and Safety is maintained for both local residents, the travelling public and the Contractor. Site staff will be on hand to advise and assist residents about the access restrictions once the works are ongoing. Your assistance will be much appreciated.

Emergency services will be permitted through the works in any situation. Cyclists will be subject to the same traffic management as other road user vehicles.

As with any construction work, there is likely to be a certain amount of disruption and inconvenience to the public, however the contractor will try at all times to keep any disruption to a minimum.
